Ornate Metal Baby Rattle with Bells and Whistle

Here on offer is a baby’s rattle comprising of three balls, with bells and attached a whistle in the stem. It seems to be made from nickel silver or possibly a low grade Chinese silver?

There are no markers or silver marks on it, that I can see on it. It is also hard to date this piece, but possibly late Victorian?

It is in excellent condition and the whistle is still very loud!

It measures 3.75” (9cm) long and weighs 26g.
